赤潮灾害对海洋生态系统服务功能损害的价值化评估方法

摘要:
赤潮对海洋生态系统损害的价值化评估是赤潮防灾减灾的重要依据。本文在系统总结海洋生态系统服务功能及其主要价值化评估方法的基础上, 综述了赤潮对海洋生态系统损害的价值化评估方法, 为完善、量化海洋生态灾害损失价值评估体系提供重要科学参考。主要结果包括: (1)以联合国“千年生态系统评估”报告的分类体系为参考, 赤潮对海洋生态系统的损害主要体现在对其供给服务、调节服务、文化服务和支持服务的影响。(2)对供给功能的影响主要体现在食品、原材料和氧气生产等; 对调节和文化功能的影响体现在生物控制、休闲娱乐等; 对支持功能的影响体现在物种多样性维持、营养物质循环等。其中赤潮对供给、文化和支持功能影响较大, 对调节功能影响相对较小。(3)对生态系统服务功能损害的价值化评估方法主要包括能值分析法、物质量法和价值量法。基于赤潮灾害特点, 作者认为应采用价值量法对其进行损害评估, 具体方法包括市场价值法、替代成本法、旅行费用法、直接成本法、条件价值法等。

Valuation methods for assessing damage to marine ecosystem services caused by red tide disasters

Abstract:
Valuation of the damage caused by red tides to marine ecosystems is essential for the prevention and mitigation of red tide disasters. Based on a systematic summary of marine ecosystem services and their primary valuation methods, this review presents valuation methods for assessing red tide-induced damage to marine ecosystems, providing a significant scientific reference for improving and quantifying the valuation of marine ecological disaster losses. The main results include the following: (1) Based on the classification system of the United Nations Millennium Ecosystem Assessment report, the damage caused by red tides to marine ecosystems is mainly reflected by their impacts on provisioning, regulating, cultural, and supporting services. (2) Impacts on provisioning services are mainly reflected in food supply, raw materials, and oxygen production; impacts on regulating and cultural services are reflected in biological control and recreation; and impacts on supporting services are reflected in species diversity maintenance and nutrient cycling. Among these, red tides have a greater impact on provisioning, cultural, and supporting services, and a relatively smaller impact on regulating services. (3) Valuation for ecosystem service damage mainly includes emergy analysis, quantification and value-measured methods. The characteristics of red tide disasters suggest that a value-based method should be used to assess their damage. Specific methods include the market value, replacement cost, travel cost, direct cost, and contingent value methods.
