基于全产业链视角的深远海养殖风险识别与管控策略

摘要:
深远海养殖作为拓展海水养殖新空间、保障国家粮食安全的重要战略方向,在政策支持下发展势头迅猛,但也面临诸多风险。精准识别并有效管控风险对保障深远海养殖产业稳定和可持续发展具有重要意义。本文突破了现有研究多聚焦单一环节或特定风险的局限,首次系统整合了深远海养殖全产业链各环节的风险类型并揭示其特征,构建了“全链条把控—多主体协同—全过程管理”的风险管控体系。研究发现,风险贯穿于深远海养殖全产业链的各个环节,涵盖产前、产中、产后及产业链外部,并呈现出风险传导耦合性、时空效应累积性、产业衔接脆弱性、风险应对协同性不足和风险管理缺乏整体性等特征。针对产前至产后全链条的风险把控需要通过政府部门、企业、科研部门及保险机构的多主体协同运作,实施风险识别、监测、预警以及控制全过程管理,并依托产业联盟、数字化平台及长期监测等三重保障机制,通过实施强化政策引领、提升经营主体能力、推动技术创新、创新保险服务以及强化产业链主体协同等策略,为深远海养殖产业风险管控提供理论指导。

Risk identification and control strategies for deep-sea and far-sea aquaculture from a whole industry chain perspective

Abstract:
Deep-sea and far-sea aquaculture represents a crucial strategic direction for expanding new space in marine aquaculture and ensuring national food security. Although this sector has experienced rapid growth under policy support, it also faces numerous risks. Accurately identifying and effectively managing these risks is essential to ensuring the stable and sustainable development of the deep-sea and far-sea aquaculture industry. Existing studies have largely focused on individual stages or specific risks. In contrast, this paper is the first to systematically integrate risk types across all stages of the deep-sea aquaculture industry chain, revealing their characteristics and constructing a risk management framework characterized by “whole-chain control, multi-actor collaboration, and full-process management” The results indicate that risk permeates every stage of the industry chain, including pre-production, production, post-production, and the external environment. These risks exhibit transmission and coupling effects, cumulative spatiotemporal impacts, fragility in industrial linkages, insufficient coordination in risk response, and a lack of holistic risk management. Ensuring effective risk control across the entire chain requires multi-actor collaboration among government agencies, enterprises, research institutions, and insurance organizations, as well as full-process management encompassing risk identification, monitoring, early warning, and control. This study identifies three key safeguard mechanisms—industrial alliances, digital platforms, and long-term monitoring—and proposes several strategies, including strengthening policy guidance, enhancing the capabilities of business entities, promoting technological innovation, innovating insurance services, and reinforcing collaboration among stakeholders across the industry chain. These findings provide theoretical guidance for risk management and control in the deep-sea aquaculture industry.
